Cross-referencing local tensions sounds like an interesting idea.
What first comes to my mind, though, are two groups from Linz that have repeatedly dealt with issues of prejudice and exclusion (of course there are more, but these are the two I am most familiar with). One is MAIZ, an association of and for migrant women in Upper Austria. I'm afraid the web site is only in German, but the MAIZ women are very active and highly visible - and audible - in the independent art scene here. One thing I sometimes find personally difficult to deal with is how different the MAIZ women's experience of Austria is from mine, and I sometimes feel caught in the middle between trying to convey to Austrian friends what it is like to be a foreigner in this country, and trying to share with friends from MAIZ what is good about this country, while still acknowledging what is definitely not good - for anyone. Another group (actually one person now working together with changing groups on different projects) is Social Impact. Along with projects like "Border Rescue" documenting and publishing safe routes for illegal immigration along the Czech-Austrian border, Social Impact has also done a number of projects dealing with the world view of ordinary people in less than ideal circumstances in Austria, the kinds of hopes and expectations that people have. Some of these I found surprisingly moving.
